Both the Zanesville Muskingum Port Authority and the Muskingum County Transportation Improvement District (TID) are governed by a five-member Board of Directors. The Port’s Board consists of appointees from the County Commissioners and the Mayor of Zanesville, while the TID Board consists solely of County Commissioner nominees.
